NCAA Definitions

Contact (Bylaw 13.02.3). A contact is any face-to-face encounter between a prospective student-athlete or the prospective student-athlete's relatives or legal guardian(s) and an institutional staff member or athletics representative during which any dialogue occurs in excess of an exchange of a greeting. Any such face-to-face encounter that is prearranged (e.g., positions himself/herself in a location where contact is possible) or that takes place on the grounds of the prospective student-athlete's educational institution or at the site of organized competition or practice involving the prospective student-athlete or the prospective student-athlete's high school, preparatory school, two-year college or all-star team shall be considered a contact, regardless of whether any conversation occurs. However, an institutional staff member or athletics representative who is approached by a prospective student-athlete or the prospective student-athlete's relatives or legal guardian(s) at any location shall not use a contact, provided the encounter was not prearranged and the staff member or athletics representative does not engage in any dialogue in excess of a greeting and takes appropriate steps to immediately terminate the encounter.

Evaluation (Bylaw 13.02.6). Evaluation is any off-campus activity designed to assess the academic qualifications or athletics ability of a prospective student-athlete, including any visit to a prospective student-athlete's educational institution (during which no contact occurs) or the observation of any practice or competition at any site at which the prospective student-athlete participates.

Recruited Student-Athlete (13.02.10.1). Actions by staff members or athletics representatives that cause a prospective student-athlete to become a recruited prospective student-athlete at that institution are:

(a) Providing the prospective student-athlete with an official visit;

(b) Having an arranged, in-person, off-campus encounter with the prospective student-athlete or the prospective student-athlete's relatives or legal guardian(s);

(c) Initiating or arranging a telephone contact with the prospective student-athlete, the prospective student-athlete's relatives or legal guardian(s) on more than one occasion for the purpose of recruitment; or

(d) Issuing a National Letter of Intent or the institution's written offer of athletically related financial aid to a prospective student-athlete.


 

NCAA Recruiting Rules

High School Prospective Student-Athletes (Bylaw 13.1.1.1). Telephone calls or in-person, off-campus recruiting contacts shall not be made with a prospective student-athlete or a prospective student-athlete's relatives or legal guardians before June 15 immediately preceding the prospective student-athlete's senior year in high school.

Time Period for Telephone Calls - General Rule (Bylaw 13.1.3.1). Telephone calls to a prospective student-athlete [or the prospective student-athlete's relatives or legal guardian(s)] may not be made before June 15 immediately preceding the prospective student-athlete's senior year in high school; thereafter, staff members shall not make such telephone calls more than once per week.

Permissible Number of Contacts (Bylaw 13.1.6). Each institution shall be limited to not more than three in-person, off-campus recruiting contacts during the academic year per prospective student-athlete at any site [which shall include contacts made with the prospective student-athlete's relatives or legal guardian(s) but shall not include contacts made during an official visit per Bylaw 13.6].

Limitations on Number of Evaluations - All Sports (Bylaw 13.1.8). There are no limitations on the number of evaluations an institution is allowed per prospective student-athlete per academic year.

Printed Recruiting Materials (Bylaw 13.4.1). An institution may not provide athletically related recruiting materials (including electronic mail and facsimiles) to a prospective student-athlete until September 1 at the beginning of the prospective student-athlete's junior year in high school.

Number of Official Visits - Prospective Student-Athlete Limitation (Bylaw 13.6.1.2). A prospective student-athlete may take a maximum of five expense-paid visits, with no more than one permitted to any single institution. This restriction applies regardless of the number of sports in which the prospective student-athlete is involved and only for expense-paid visits to Divisions I and II institutions.
